On April 15, 2015, The Medicare Access and CHIP Re-Authorization Act (MACRA) of 2015 was signed into law, permanently repealing the Sustainable Growth Rate (SGR) formula and imposing a new payment methodology for Medicare Part B payments starting in 2019 (reflected from the performance year 2017).
The MACRA Quality Payment Program is part of a broader push towards value and quality and it has created two new payment tracks:
- The Merit-Based Incentive Payment System (MIPS)
- Advanced Alternative Payment Models (APMs)
On April 27, 2016, CMS released the proposed rule outlining how it plans to implement the Medicare payment changes stipulated in the law with an estimated 96% of Eligible Clinicians (EC) to participate under The Merit-Based Incentive Payment System (MIPS) in 2017.
Currently, Medicare measures the value and quality of care provided by doctors and other clinicians through a collage of programs, including the Physician Quality Reporting System (PQRS), the Value Modifier Program, and Meaningful Use. Through the law, Congress streamlined and improved these programs into one new Merit-Based Incentive Payment System (MIPS).
MIPS allows Medicare clinicians to be paid for providing high-quality efficient care through success in four performance categories:
Please take note that Meaningful Use and PQRS make up 75% of MIPS. So, what can you do NOW to prepare?
If you currently have an EMR, successfully participating in Meaningful Use and PQRS, increase your results! AIM HIGH! The better your participation is this year, the better prepared you will be next year because every point counts towards your MIPS score!
